阿里OnNovember2,2019,duringhisinspectionofthegrassrootslegislativeliaisonpointinHongqiaoStreet,ChangningDistrict,Shanghai,ChinesePresidentXiJinpingfirstproposedtheconceptofwhole-processpeoplesdemocracy.Later,onJuly1,2021,inhisspeechcommemoratingthecentenaryofthefoundingoftheCommunistPartyofChina,Xiemphasizedtheneedtopracticeapeople-centeredphilosophyofdevelopmentanddevelopwhole-processpeoplesdemocracy.ThisconceptnotonlyprovidesnewintellectualguidanceforacceleratingthemodernizationofsocialgovernancebutalsoshowcasestotheworldtheChinesemodelandChineseconfidenceindemocracy.AnotherpathwayfordevelopingcountriesIncontrast,Westerncountries,ledbytheUnitedStates,whichproclaimthemselvesasexemplarsofthedemocraticworld,havelongexporteddemocraticvaluesandnarrowlydefineddemocracyasoneperson,onevote,insistingthatothercountriesadopttheUS-ledpoliticalsystemandmodelofdemocracy.However,politicalsystemswithintheWesternworldvarysignificantly,evenamongtheUKsconstitutionalmonarchy,Switzerlandsdirectorialrepublic,andtheUSrepublicsystem,therearefundamentaldifferencesininstitutionaldesignandoperationalmechanisms.Furthermore,undertheuniqueElectoralCollegesystemintheUS,thepresidentisnotdirectlyelectedbythevoters.TherealmotivebehinditscoercionofothercountriestoimplementuniversalsuffrageistoexportpopulismandnationalismtooverthrowgovernmentsthatareviewedunfavorablybytheUS.Moreover,theUShasevenresortedtoassassinatingforeignpoliticalfiguresthatthreatenitsinterests,anactthathardlyalignswithdemocracyorhumanrights.ItisundeniablethattheUSpoliticalsystemandsocialgovernancemodelhaveplayedaroleinfosteringtechnologicalinnovationandstimulatingmarketvitalityatcertainhistoricalstages.However,recenteventslikethestormingofCapitolHillhaveexposedthefailuresinUSsocialgovernance,revealingdeeplyingrainedsocialconflictsthathaveeruptedafterlongpoliticalstagnation.TheUSgovernancemodel,builtonauniquegeopoliticalenvironmentandfoundationalhistoryofNorthAmerica,ifappliedrigidlytodevelopingcountries,especiallythoseatearlystagesofdevelopment,oftenresultsinseveresocialunrest,asevidencedinLatinAmerica,SoutheastAsia,andAfrica,amongothers.Incontrast,China,withits5,000-yearhistoryofcivilization,hasbeenexploringmodelsofgoodgovernancesincetheSpringandAutumnandWarringStatesperiods.SincetheestablishmentofthePeoplesRepublicofChina,thecountryhasgraduallydevelopeda果博东方appgovernancemodelsuitedtoitshistory,culture,andsocietalneeds,travelingadevelopmentpathinjustover70yearsthattookEuropeandAmericacenturies,transitioningfromanagriculturaltoanindustrialandthentoaninformationsociety.Throughoutitsrisefromastateofimpoverishment,Chinahasaccumulatedextensiveexperienceinsocialgovernance,offeringanalternativemodeltoWesternhegemonism.ExploringinnovativepathwaysforWhole-ProcessPeoplesDemocracyFollowingthesignificantconceptofwhole-processpeoplesdemocracyproposedbyXiJinping,regionsacrossChinahaveactivelyexploredinnovativepathwaysforthisgovernancemodel,tailoringittolocalcharacteristicsandintroducingrelevantscenariosandmodels.Forinstance,XiamenestablishedtheGulangyuTownHallMeetingmechanism,creatingavitalplatformforgatheringpublicopinion,negotiatingaffairs,andsolvingproblems,therebyprovidingachannelfordiversedemandsandfosteringademocraticandunitedatmosphere.Additionally,inthefirsthalfof2022,Nanjingconductedaseriesofactivitiespoolingpublicopinionontopicssuchaspandemicpreventionandconsumptionupgradingunderthejointendeavorofthepublicitydepartment,thecyberspacebureau,andthepressandmediagroup,invitingcitizenstoparticipateinofflineroundtablestowitnesstheimplementationofrelatedproposals.TheinnovativesocialgovernancemeasuresinXiamenandNanjingnotonlyembodytheloftypoliticalidealoftheChinesepeoplebeingthemastersoftheircountrybutalsoreflectChinascontinualexplorationofaco-constructedandco-governedsocialgovernancemodelwithextensivepublicparticipation,thusrealizingagenuinelyeffectivedemocraticapproach.AccordingtoasurveybyHarvardUniversity,theapprovalratingofChinesecitizensfortheirgovernmentis93.1%,instarkcontrasttojust25%ofAmericanssatisfiedwiththecurrentBidenadministration.Thisstarkcontrastalsoresultsfromthedifferentsocialgovernancemodelsemployedbythetwocountriesduringthepandemic.TheCPCandtheChinesegovernmenthavealwaysadheredtotheprinciplesoflifefirstandpeoplefirst,insharpcontrasttotheUSapproachofdisregardingthehealthandlivesofordinarypeopleforshort-termeconomicgainsandtheinterestsoflargeconglomerates.Democracyshouldbeadynamic,interactiveprocessinvolvingthegovernment,businesses,andthepublic.Ahealthysocialatmosphereandsustainablesocialgovernancerequireeffectivecommunicationandcooperationamongallthreestakeholders.Simplyequatingdemocracywithvotingorevensociallydisruptiveprotestsisbothamisinterpretationoftheessenceofdemocracyandafailureofsocialgovernance.Showcasingacredible,lovable,andrespectableimageofChinathroughWhole-ProcessPeoplesDemocracyChinasinnovativedevelopmentsinsocialgovernance,whichareconcretemanifestationsofthemodernizationofthenationalgovernancesystemandgovernancecapacity,playasignificantroleinimproving
